Now that there is more open telecom competition in France, the traditional provider France Telecom no longer gives out a general information number. Unlike Switzerland, which has a common number (1818) for all providers, France offers a digital soup of numbers all beginning with 118... You are expected to know the rest. And even if you know a number, not all providers cover all directory inquiry fronts. So unless you happen to know a provider or have internet access, you’re basically screwed.
